Streamlined FTP Command Extensions is a proposal for 5 new FTP commands. I stress the word proposal, because it seems to have been abandoned, and would not progress to Internet Standard without a good deal of effort. That said, there was a decent amount of interest in at least some of the commands. I'm going to quote liberally from it for some of the descriptions.

Have you ever uploaded or downloaded a file, and wanted to verify that there were no errors during the transfer? To make sure that the file on your local system and the remote system you transferred it to were identical? There are some cases where we can live with errors in transfers and other mission critical situations where there can be absolutely no errors. Error detection usually involves extra overhead, so it's not desirable in all cases.
Standard FTP already has the REST command, which allows the starting point of a file transfer to be specified:

At approximately 12:20 PM (GMT-6) on April 22nd service for MFTExpress was restored. Amazon continues to have trouble with it's EC2 services at this time so in order to resolve the issue JSCAPE moved it's MFTExpress server and a backup of user and data files to a different Amazon zone not currently experiencing issues.

MFTExpress is currently down. Amazon's EC2 services which MFTExpress depend upon has suffered a massive outage affecting a large number of companies and services including MFT Express. We apologize for any inconvenience. At this time we are working with Amazon to correct the issue. This is a priority and we will continue to actively work on the issue until there is a resolution.

FTP is quite a stable protocol. It's been used for nearly 4 decades to transfer files. FTP is defined in a series of RFCs (Internet Standards or specifications that describe how to implement the protocol) which are published by the Internet Engineering Task Force (IETF), a standards developing organization.

Many different specifications (RFCs) over the long history of FTP describe its official implementation. FTP is about 40 years old, but there are about 10 "newer" specifications written over the last 25 years that implementors need to take into account, only some of which are linked to each other. You might not find them, even if you know what you're looking for! :)
